  The funding for the SCOIR project was approved by the National Open Research Forum (NORF) in October 2023, and is supported by the Higher Education Authority (HEA) and the Government of Ireland. The project will run until November 2025. Its aim is to develop secondary publishing rights legislation and a funder and institutional policy framework supporting open access and rights retention.
  
  NORF projects are funded by the Department of Further and Higher Education, Research, Innovation and Science (DFHERIS), as announced by Minister Simon Harris in 2022 and 2023.
